The three most common strategic goals of the organizations included in this research are to improve quality and reduce cost, often through value-based reimbursement initiatives; grow their membership to spread the cost of care over more lives and gain additional market share in their respective states; and promote health and wellness programs to increase healthier behaviors among members.

Plans are also focusing on improving member outreach through wellness and disease/case management programs, engaging members in their healthcare decisions through online support and education tools, and mitigating specialty pharmacy costs.
